Por esta y muchas razones mas, YO VOTO POSITIVO
-More than 5 years of sustained growth over a yearly average of 8.5% (which is the longest period of growth in the last 100 years).-Macroeconomic balance in the external and fiscal areas: unprecedented twin surplus: primary surplus of 3% of the GDP (Gross Domestic Product) on average and a positive balance on the current account of the balance of payments, which averaged 4.8% of the GDP.-The fiscal surplus was sustained throughout 5 years at around 3.2% of the GDP. In October 2008 it increased 20% regarding the same month of the previous year.-True, competitive and stable exchange rate, which favored production and employment.-International reserves: Record level. They went from US$ 14 billion in 2003 to more than US$ 50 billion in 2008 and are currently over US$ 46 billion.-Exports doubled and became more diversified. In 2007 they surpassed the US$ 55 billion mark and from January to October of 2008 they reached US$ 61.169 billion, 37% more than the same period of 2007. The balance of payments had a surplus of US$ 11.362 billion.-Public revenue reached historical highs.- More investments: in 2007 they exceeded 23% of the GDP. Public investment grew to annual rates over 50% and in 2008 it reached a new record in percentage of the GDP.-Payment: Argentina stopped defaulting on payments by reorganizing its debt for more than US$ 67 billion and paid off the debt with the IMF (International Monetary Fund). The external debt that in 2003 represented 130% of the GDP today is less than the 50% of the GDP.-A plan was presented to pay off the debt with the Paris club and with the holdouts.
PRODUCTION-Industry was the driving force of the recovery. It grew up for five continuous years and continued in 2008: In the first ten months included an accumulated growth of 15.9 % compared with the previous year.-The construction has been the most dynamic sector of the economy in the last years.-Car production went up from 160,000 units in 2003 to 540,000 in 2007.-Recovery of regional economies.-Plans were launched to foment local production of motorcycles and motorcycle parts.-The Ministry of Production was created.
FACING THE INTERNATIONAL CRISIS-A Public Work plan: 110 billion pesos (which will cause an increase of employed workers that will go from the current 400,000 to 780,000).-Social Security and tax moratorium and capital repatriation.-AR$13.2 billion for an incentive plan for production, investments, labor, employment, and consumption.-AR$3.1 billion to promote the car sector and car purchases.-Farming sector: A reduction of the withholdings rate for wheat and corn by five percentage points and AR$1.7 billion for refinancing exports and working capital.-Credit plans for tourism; credit plans for consumption and price agreements with supermarkets on Christmas products.-Plan to update the current fleet of automobiles used as taxis.-Elimination of the “tablita de Machinea” (progressive income tax rates).
EMPLOYMENT-Reduction of the unemployment rate to less than a digit for the first time in over 13 years, going from 20.4% in 2003 to 7.8% in 2008. It has been under 10% for eight quarters.-Creation of better quality employment and a stronger fight against unregistered jobs.
REVENUE POLITICS-In 2003 the minimum wage was 360 pesos and in 2008 it was increased to 1,240 pesos.-Family benefits allowances: They increased over 100% since 2003. In 2008 50% of allowances were increased for marriage, birth, and adoption, and 35% in the value of Benefits and changes in the values of the scale of child, prenatal, handicapped child and spouse.
POVERTY-Poverty was reduced from almost 55% in 2003 to 17.8% in the first semester of 2008.-The poverty that reached 27.7% of the population is now at 5.1%.
RETIREMENT AND THE SOCIAL SECURITY SYSTEM-Twelve increases in retirements: 360% going from AR$200 to over AR$690 that reaches AR$700 with the subsidy of PAMI (similar to Medicare).-At the end of this year retirees and pensioners will get a one time exceptional sum of 200 pesos.-It established the retirement mobility rate to calculate future increases.-The retirement capitalization system was eliminated and the Integrated Argentinean Social Security System was created.
PAMI INTERVENTION-Improvements regarding service and increases of coverage, important savings and resource recovery.-Subsidy for members with a retirement or pension less than 600 pesos.-Free medicine delivery for members.
EDUCATION-Educational Financing Act: A progressive increase of educational investment was established until it reaches 6% of the GDP. We have already reached 5.2% of the GDP.-The university budget was doubled.-Elementary teacher salaries were tripled.-Over 400 schools were built.-Restitution of the retirement regime for scientists and teachers.-Technical Education Act
SCIENCE AND TECHNOLOGY-Priority given to technological-scientific activity: Increases in the resources budgets and of the researchers’ wages.-The transformation of the Department into a Ministry.-A plan to repatriate scientists.-Creation of ARSAT (Argentina Satelital).
JUSTICE AND INSTITUTIONAL QUALITY-Restructuring and independence of the Supreme Court. A new system for selecting judges, a reduction in the number of members.-Changes in the Judicial Tribunal to increase its transparency, efficiency, and agility.-Regulation of the decrees of necessity and urgency, delegated decrees and partial veto thirteen years since the 1994 reform was passed.
NATIONALIZATIONS-Aysa. In view of the repeated non-fulfillment, the contract of Aguas Argentinas was cancelled and the state-owned company AYSA was created.-The Correo Argentino (Argentinean Post Office) and Aerolineas Argentinas were recovered.-Thales Spectrum: The State recovered the control of the radio space.-Tandanor.-Former Córdoba Material area.-Creation of ENARSA.-Yacimientos Carboniferos Río Turbio (Rio Turbio Coal Deposits).-Recovery of 30% of Aeropuertos Argentina 2000 (Argentinean Airports 2000).-Cancellation of concession contracts of some railroads for non-fulfillment. (Metropolitano S.A. for the San Martin line of the railroad and the former Línea Roca and Belgrano Sur).-AFJP (Social Security System)-The Argentinean capital stake in Repsol-YPF was increased.
RECOVERY OF THE NAVAL INDUSTRY-Thanks to an increase in the dynamics of the naval industry since 2003 the activity of that sector increased from 30% to 75% and 51 units were incorporated to the National Registry that were built or rebuilt in National Shipyards.-The Río Santiago Shipyard was reopened.-Tandanor was recovered.
HUMAN RIGHTS-Civil proceedings were started for violations against human rights and the first sentences were given.-Argentina joined the convention on imprescriptibility of war crimes and crimes against humanity.-March 24th was established as National Memorial, Truth and Justice Day.-The MUSEO DE LA MEMORIA (Memorial Museum) was created. – ESMA and the ARCHIVO NACIONAL DE LA MEMORIA (National Memorial Archives) as well as the Special Unit for Investigation into Child Disappearances.-Economic amends were assigned to Children of the Disappeared, children of the victims of December 19th and 20th, 2001 and those of the people who died between June 9th and 12th, 1956.-Participation in the humanitarian rescue of the FARC hostages.
PUBLIC WORKS-The investment in public works represents ten times that of 2002.-The activity level in the road sector reached the highest historic record, product of public and private investments.-Highway construction: 2,400 new kilometers that are strategically important for territorial integration.-Construction of schools.
ENERGY-National Energy Plan 2004 – 2008, with a predicted investment over AR$27.4 billon.-Increase of the altitude of Yacyretá to 78 meters above the sea level, thus adding 350 megawatts of energy generation.-Creation of ENARSA.-Nuclear Reactivation Plan.-Petróleo Plus Plan and Gas Plus Plan to foment production.-Río Turbio: The Río Turbio Coal Deposit area began its activities again.-Agreements with Petrobras for offshore exploration.
FOREIGN POLICY-Latin American integration. Active participation in regional forums (Grupo de Río)- Participation in humanitarian rescue of the hostages of the FARC and humanitarian missions in the region.-Reaffirmation of multilateralism in defense of national interests. Participation in the G20 and in the Doha round.-Strengthening of the MERCOSUR. New members.-Creation of UNASUR.-Creation of the Banco del Sur (The Bank of the South).-Strengthening of the relationship with Brazil: Elimination of the US dollar in bilateral commerce.-Strengthening of commercial relationships with countries in the Southern Hemisphere.
DEFENSE-After eighteen year of delay, the National Defense Act was regulated.-The issue of Human Rights was incorporated in the Armed Forces training.-The conditions regarding entry and staying in the Armed Forces were modified, thus removing discriminatory requirements.-The Military Justice Code was repealed.
